Populace Journal of Public Health and Epidemiology is a fully open-access journal. There is no charge for submission, and no charge for readers to access published content at any time. An Article Processing Charge (APC) applies only to manuscripts accepted for publication following peer review. See the APC for each country (PDF)
Standard fee
The standard Article Processing Charge is USD 500 per accepted article. The fee is payable within 30 days of the acceptance notice and covers the costs of manuscript handling, peer review management, copyediting, typesetting, DOI registration, hosting, and long-term digital preservation of the published record.
Equitable access policy
Populace is committed to ensuring that an author's ability to pay never determines whether sound research is published. The journal applies an automatic, tiered fee structure based on the World Bank Group's income classification of the corresponding author's institutional affiliation at the time of submission. No application, supporting documentation, or separate request is required: the applicable tier is determined directly from the corresponding author's stated institutional affiliation.
Article Processing Charges by World Bank income group of the corresponding author's institution
| Income group (World Bank) | APC (USD) | Reduction | Countries |
|---|---|---|---|
| High income | USD 500 | Standard fee | 87 |
| Upper-middle income | USD 250 | 50% reduction | 59 |
| Lower-middle income | USD 75 | 85% reduction | 47 |
| Low income | USD 50 | 90% reduction | 8 |
| Low income and on the World Bank Public FCV List or Institutional Fragility List | USD 0 | Full waiver | 17 |
No submission fee applies. The APC is payable within 30 days of acceptance. All amounts shown are final, with no taxes added.
A full waiver applies where the corresponding author's institutional affiliation is in a country classified by the World Bank Group as low income and concurrently included in the World Bank Group's Public FCV List or Institutional Fragility List, in recognition of the compounded barriers to research funding faced by institutions in these settings.
How the applicable tier is determined
The applicable tier is based on the country of the corresponding author's institutional affiliation at the time of submission, not their personal nationality or place of residence, and not the affiliation of any co-author. The Editorial Office may request confirmation of institutional affiliation where eligibility is unclear.
Country income classifications are updated annually by the World Bank Group, generally each July, and the fragility and conflict lists are updated on a similar cycle. The classification applied to a manuscript is the one in effect at the time of its initial submission and does not change over the course of peer review, even where an underlying classification is later revised.

Editorial independence
Eligibility for a reduced fee or waiver has no bearing on the editorial or peer-review evaluation of a manuscript. Information regarding an author's applicable fee tier is not shared with reviewers or with the handling editor during peer review. It plays no role in the decision to accept or reject a manuscript. All submissions are assessed solely on their scientific merit. See our Editorial Independence policy.
